THE SOLICITATION PROCESS
The most common problem that manufacturers face today is; How do we
most economically install a chemical storage/ dispensing system that
will meet our needs while complying to all federal and state mandates,
with the assurance it will be done as efficiently and as responsibly
as possible? Many well-intentioned manufacturers turn to local engineering
resources in an effort to simplify the process. However, most small
engineering organizations lack the dedicated staff available to maintain
currency on the myriad of regulations and issues confronting the above
ground storage tank industry:
· Capacity analysis and needs assessment
· Environmental engineering
· Chemical bulk storage
· Dispensing systems and component design specifications
· Fire safety requirements
Unfortunately, the results are usually a higher cost, vigorously defended,
over-engineered design effort that may not meet code and ultimately
fails to achieve the fundamental design objective. Other manufacturers
attempt to generate a technical specification for chemical bulk storage
and dispensing without specific petrol-chemical engineering experience
or training. This effort typically creates unprofessional ambiguous
specifications that promote higher cost. We strongly recommend using
an experienced design-engineering specialist who understands your needs.
Our recommendation is to divide the chemical storage project installation
into two separate solicitations.
1. The purchase of the technical petrol chemical storage & dispensing
equipment.
2. The second solicitation for the local site work and related equipment.
In the first solicitation, the selected manufacturer of the storage
dispensing equipment is required to generate the necessary installation
specifications, which in turn are provided to the local engineer who
creates the second solicitation, defining the local site construction
activities. This allows a capable local contractor to effectively compete
for the site-specific construction activities. Usually at a lower price
with smaller bonding requirements, than with a larger out of town general
contractor.
